What's new in this PR?

Adds a workflow_dispatch GitHub Actions workflow that provides a manual input form (build selection, upgrade inputs, flavor/buildType, backend/branch, calling service, device targeting, and test selectors). Includes validation (upgrade requires oldBuildNumber) and resolves TAGS → selector args, but does not run tests yet (UI + input parsing only).
