This PR enables manual triggering of the PyPI publishing workflow by adding the workflow_dispatch event trigger. This allows maintainers to manually initiate package publishing to PyPI through the GitHub Actions UI, in addition to the existing automatic trigger when pyproject.toml is pushed to the main branch.
