fix: always lowercase manifest hash

Note

Ensure normalize_hex_32 returns lowercase hex for validated 32-byte values.

• Validation/Normalization:
  • In src/lib.rs, normalize_hex_32 now lowercases the returned hex string after validation (strip 0x, decode, length==32).
