10.4.1: Select vagaries fix

• Fixed vagary of stream_select() sometimes not preserving array keys.
  This occurs sometimes (?!) in PHP 7.0 and PHP 7.1 even though bug
  53427 was fixed in PHP 5.4.1, see https://bugs.php.net/bug.php?id=53427
