Remove eip 3855 during chain upgrade
Motivation 💡
EIP 3855 was already enabled through a governance proposal https://validators.evm-sidechain.xrpl.org/xrp/proposals/31 so we need to remove the addition of this EIP during the chain upgrade to v2
