- Reflect preference for GitHub PRs for submission.
- Reflect practice of ensuring GitHub PR title contains the XEP.
- Add another exhortation to read, understand, and agree to the IPR policy.
- Add ways to ask for help for GitHub-less people.
- Remind people that CI exists.
