Add GitHub Actions CI workflow

[Copilot]

Implements CI/CD pipeline for the Unity project as requested.

Changes

• Test job: Runs EditMode and PlayMode tests via game-ci/unity-test-runner@v4
• Build job: Matrix build for Windows, Linux, macOS using game-ci/unity-builder@v4
• Caching: Library folder cached to speed up subsequent runs
• Security: Explicit minimal permissions (contents: read, checks: write)

Triggers

• Push to master
• Pull requests to master
• Manual dispatch

Setup Required

Add UNITY_LICENSE secret to repository. See GameCI activation docs.
