PR #91 description states "Adds anti-takeover Rules 15-16" but commit
c06befaadded all three rules: 15 (no takeover), 16 (self-contained prompts), and 17 (staleness prevention via just-in-time spawning). The file content in.claude/commands/spec-orchestrator.mdis already correct; only the PR description is inaccurate.Change
