feat: show correct message for users with enableRestrictedPrimaryLogin security group

Explanation of Change

This PR updates the logic for displaying the message about changing the default email. Previously, everyone saw the text that they could change the default contact method, even those who could not do so due to the security group. This has been fixed in this PR. Now, those who can change the default contact method see the message that was there before, and those who cannot see the corresponding message.

2. Click main contact
3. Make sure you see a message stating that you cannot change the default contact method.

Hey, I noticed you changed src/languages/en.ts in a PR from a fork. For security reasons, translations are not generated automatically for PRs from forks.

If you want to automatically generate translations for other locales, an Expensify employee will have to:

1. Look at the code and make sure there are no malicious changes.

Alternatively, if you are an external contributor, you can run the translation script locally with your own OpenAI API key. To learn more, try running:
