Applies changes from eclipse-score/inc_os_autosd#16 (build rpms using bazel and the using said RPM in an AutoSD build).
I tried different ways to re-use some files from the root dir (toolchains, modules, etc) but I couldn't find any reasonable approach that doesn't require changes in other repos, so I ended up copying some files to the
autosdfolder. (open to suggestions)
