No Creeper Damage

If your creeper do not damage your players this can have multiple reasons.

The world guard flag creeper-explosion is set to deny.
This will cause the event to be canceled.
The gamerule mobGriefing is set to false
This will cause the event not to be fired.

How to resolve

Remove the world guard flag.
Remove the gamerule and replace it with proper world guard flags.
Set creeperBlockDamage in night settings to false (Thats default)
