This PR adds a GHA workflow that checks which package and system dependencies change with each new pull request. It was previously automatically triggered as an Epiverse-TRACE organisation wide workflow, however, that has been disabled and each Epiverse-TRACE package needs the workflow in the package for it to trigger.
