feat(ci): add GitHub Actions workflow for rust-clippy analysis to imp…

…rove code quality

This workflow runs rust-clippy on pushes and pull requests to the main branch,
as well as on a scheduled basis. It helps catch common mistakes in Rust code
and provides analysis results directly in GitHub.
