#8689u4y60 fix boundary saved after cleared

Fixed a bug in which clearing the boundary still resulted in the boundary being saved.

In the video below, you'll notice that:

• the project starts with a boundary of "Seminole Tribe of Florida (Tampa Reservation)"
• then a different boundary is selected then cleared
• the project is saved
• when reloaded, we can see the boundary remains as "Seminole Tribe of Florida (Tampa Reservation)"
