Close issue via PR Commit Message

Let's say you're working on a particular issue. Under normal circumstances, you would submit a pull request - hopefully referencing the issue you are working on. Then someone would review the pull request and merge it in. Then that same person (or someone else) would have to remember to go to the issue and close it, to say it has been resolved.
