Value paper provides security features within the paper to prevent copying the paper and thereby securing the uniqueness of the ticket printed on the paper. Value paper prevents from copying and thereby prevent effectively fraud by travelers copying tickets. Value paper as such can not prevent fraud committed by illegal use of blank value paper, thus fraud by using stolen value paper or by persons having regular access to blanc value paper and misusing it.
To protect against fraud by misusing blanc value paper mandatory processes to ensure traceability of the value paper are required. Preventing fraud by insiders is technically not possible, but traceability can be achieved so detected fraud can be prosecuted doun to the user of the misused value paper.
Railways in Europe use the value paper licensed by CIT. This license also obliges the users to implement stock control processes to
- keep the pieces of value paper identifiable
- track the use of each piece of value paper
- providing information on the use of a specific - piece of value paper
- report on lost value paper
- apply penalties to sub users in case of lost value paper
- allow and support on site audits to validate the processes
- track unused or damaged value paper
- invalidate unused blanc value paper immediately
In addition to a complete tracing of value paper many railways apply the so called double-print method to visualize the link between tickets and value paper stock. Here the physical stock number which has to be on each piece of value paper is reprinted in the ticket data. Differences between the preprinted stock control number and the printed stock control numbers indicate fraud.
The value paper is usually provided by an allocator to a distributor. In case of a distributor selling tickets from different allocators it might be that only one allocator provides the value paper for all tickets.
