unattended-upgrades recap

Hit a snag w/ securedrop-app-code package not being upgraded due to a file being flagged as a "conf" file, which caused prompts to appear that unattended-upgrades did not default-accept. PR https://github.com/freedomofpress/securedrop/pull/5852 resolves.

Timing of apt tasks could still be improved. unattended-upgrades adds a random delay of 12 hours to upgrade tasks, which is unexpected behavior.

John has put in PR https://github.com/freedomofpress/securedrop/pull/5853 to address that. Should pull timing from sdconfig.

To avoid issues with future updates, would prefer to pull it into 1.8.0.

Conor: What's the problem with the current behavior? Updates will still happen within a reasonable timeframe.

Kev: I'm uncertain about the overall logic of unattended-upgrades. Want to make sure the current behavior is at least well-defined and well-understood.

John: It does appear to be working as expected, but with delays.

Conor: To your point, we should be more careful now with changes to unattended-upgrades behavior.

Kev: How about we test RC3 w/ Mickael's changes, then determine if that behavior is well-defined and shippable. Before then, we should inventorize QA to make sure test boxes are available.

John: We touched on sdconfig configurability. Do we have ways other than parsing crontab entry to determine what they configured?
