Most of the toplevel stuff is straight forward. There are a bunch of changes on the idl-generated include paths. RTI-DDS idl-compiler can't handle nested includes. But include destinations in build/ slightly changes.
has nothing to do with catkin build...

this is a hack. but we have yet to figure out how to add a devel/install-space path with apropriate qualifiers.

Those paths were picking up the wrong Qt version. With the multiple-versions installed on 16.04 & 18.04 this path cleanup has to be better controlled. That's why it is pooled in the top-level CMakeLists.txt
